| Legalize marijuana In New York, we spend about $1 billion on marijuana enforcement, not including long-term jailing. With a $13 billion budget gap, why not save ourselves the money and shift to a legalization, regulation and taxation policies similar to that of alcohol? There are also the documented health benefits afforded to suffering AIDS and cancer patients forced to go into a dangerous underground market to get what many feel is their medicine. Luckily, New York is at least taking the medicinal uses seriously, as shown by bills in the Assembly (A0576) and Senate (S. 4041-A). Contact your state legislators. Tell them we cannot afford current marijuana laws, and urge them to support their respective bills. As a person acquainted with two people suffering from cancer, I believe it's a shame they cannot legally obtain a drug that has been shown to improve the quality of life while they go through their treatments. County prosecutor believes to be the key issue over which George W. Bush and Dick Cheney should face trial -- murder. Bugliosi's concern, through which he urges action from an American prosecutorial body to bring Bush and Cheney to trial, could be directly addressed through the international tribunal of the International Court of Justice at The Hague. A reputable source of keeping up to date about the number of Iraqi civilians killed since the initial "shock and awe"- attacks on Baghdad ordered by Defense Secretary Donald Rumsfeld prior to occupying that city and the nation of Iraq is Just Foreign Policy. This informative site provides international detailed analysis of significant events throughout the world. Just Foreign Policy publishes numbers based on the highly respected international medical journal The Lancet. According to The Lancet's detailed continuing study, supportive evidence of which is supplied by Just Foreign Policy, the current death figure is much higher than that reported by America's mainstream media on those rare occasions when any such information is presented. A current check of Just Foreign Policy reveals the Iraqi civilian death toll following the U.S. invasion to be 1,320,110. The continuing study of The Lancet reveals that 600,000 Iraqi civilians had been killed by July 2006 with the remainder of more than double occurring in the less than three years since then. A major area of misunderstanding arising even among progressives opposing the war has been the labeling within the mainstream media and elsewhere of the conflict as "pre-emptive war."- Under the rules that governed the Nuremberg Trials, the UN Charter, and other recognized international bodies, pre-emptive war is international legal terminology for legitimate self-defense and is permissible. The rule governing pre-emptive war is akin to the famous First Amendment principle enunciated in the Supreme Court by Justice Oliver Wendell Holmes of "clear and present danger."- Under the pre-emptive war concept a nation faces reasonable imminent threat from a foreign invader and under those circumstances possesses a right to attack based on a principle of self-defense. Bush-Cheney propagandists have been successful in being able to make the term pre-emptive war stick when in reality the issue is that of preventive war, which is clearly illegal under international law. The brilliant two hour opening presentation by U.S. Supreme Court Justice Robert Jackson at the main Nuremberg Trial involving the leading figures of Nazi Germany was centered on connecting German Fuhrer Adolf Hitler with specific plans to attack Poland and England. Jackson sought to link Hitler and his regime with European aggression through preventive war, that which is indefensible under international law. Recently there has been talk from certain UN sources that if after that body's own investigation concludes that U.S. leadership engaged in such aggressive preventive war along with unjustifiable torture tactics and the hunting down of victims without recourse to the law, then arrests could be made on U.S. soil. On this rationale such arrests could be made without the U.S. government being involved in any way, obviating any necessity of action on the part of congressional bodies or U.S. courts. Should George W. Bush be so approached in a specific effort to arrest him under international law, it has been noted that he is accompanied by armed U.S. Secret Service agents to protect him. To use a term from a sport President Barack Obama loves to play and watch, basketball, "The ball would be in his court"- and the crucial and ultimately decisive question of whether he would be willing under those circumstances to order Bush's Secret Service detail to "stand down"- in the interest of international law. | Julian Assange Courageous Hero or Terrorist?
Julian Assange emerged in China, Iran or perhaps another country that the American government regards as authoritarian and repressive, he would probably be hailed as a courageous fighter against tyranny. NEWS ANALYSIS Since his revelations have stung the shapers of American policies at home and abroad, he is labeled an “anarchist,” a “terrorist” and Wikileaks, the not-for-profit media organization he directs is under attack. Kimber Heinz, national organizing coordinator for the New York based War Resisters League sees the crackdown on Mr. Assange coming from U.S. officials as another way of the U.S. creating a new definition of terrorism to include anyone who criticizes the American government's foreign or domestic policy. “Since U.S. policy is taking militarism up a notch every chance it can get whether it be in our communities or parts of central and south Asia then anyone who is trying to work against that either by releasing documents or working in organizations against those policies is going to be labeled a terrorist,” Ms. Heinz told The Final Call. In a view shared by many across the globe, the Nation of Islam's UK representative Hilary Muhammad said the sexual assault charges against Julian Assange are “trumped up.” Mr. Muhammad said it brought tears to his eyes when he saw Mr. Assange being taken into police custody. “He (Assange) reminded me of one who is following in the footsteps of divine because he is willing to pick up his cross and carry it. He has access to all of that information knowing that it would serve the public interests, and knowing in advance that he would have governments opposing him. He still was willing to take the responsibility of being opposed by government to inform the masses,” said Mr. Muhammad. “The information being published is all in the public's interest, and when you juxtapose that with the amount of gossip and slander and false accusations—nothing that has been published has been refuted as false,” he added. “It seems to me the reaction is kill the messenger, forget the message,” said Hodari Abdul-Ali, chairman of the Social Justice Task Force for the Muslim Alliance in North America. “The political witch-hunt against (Mr. Assange) is so transparently ridiculous, I'm pretty sure it is going to backfire,” he added. As opposed to the controlled U.S. media which has focused primarily on the case against Mr. Assange and his arrest, foreign media such as Press TV, Al- Jazeera and Der Spiegel are emphasizing the actual details of the Wikileaks Cablegate files. Activists like Mr. Abdul-Ali, Ms. Heinz and others who monitor foreign media believe this is critical in understanding the long-range impact of the Wikileaks revelations. “The outcry in non-U.S. countries is a lot louder and a lot stronger than we see in the U.S.,” said Ms. Heniz. “In other countries, the media is much more focused on how the U.S. is handling it, but also what the U.S. did and are holding the U.S. accountable.” There have also been numerous protests by anti- censorship activists on behalf of Mr. Assange worldwide. Internet activists have mounted denial of service attacks against PayPal, Visa, MasterCard and PostFinance, all financial institutions that cut off Wikileaks' ability to receive donations from the public. Control of Africa detailed in files Whether using religion, economics, or outright racism, Western imperialism has always been on display when it comes to its dealings with the African continent. Whether it is the British, the Americans or the French, the West benefits from the land and resources that exist in Africa, while the people remain in poverty, ravaged by disease and mired in wars. Mr. Muhammad said the Wikileaks cables reveal a modernization of the methods used to subdue the African continent with the overarching goal of continued hegemonic rule. “These cables demonstrate that Africa is still under Western control,” Mr. Muhammad told The Final Call. With Western powers still choosing Africa's leaders, they manipulate internal organizations to achieve their desired results and get rid of leaders who are not compliant with their foreign policy objectives, Mr. Muhammad said, adding that it is simply the modern proof of an old Western strategy of imperialism. Neither Africans nor Blacks in the United States should wait for an apology from the Western powers, nor any sincere attempt to right historical wrongs through reparations because the West still benefits economically and politically, he said. “Slavery never really ended,” said Mr. Muhammad. “In their mind, they never stopped using and abusing us. They never stopped, so how are you going to apologize for something that you are still doing? They never stopped so it's farcical for them to apologize.” Attempts at increased Western control and influence in different parts of the globe appear throughout the Wikileaks documents, however, the desire to influence the political and military realities in Africa are among the most glaring examples of this dynamic at work. Disparaging comments listed in Wikileaks files by former U.S. Ambassador Chris Dell, who left Harare in 2007, paint a troubling picture of America's view of the situation in Zimbabwe. Although named specifically in Mr. Dell's memos, Prime Minister Morgan Tsvangirai would not comment on Amb. Dell's words about him in the leaked cables. However, Rugare Gumbo, a spokesman for President Robert Mugabe's ZANU- PF party, said Amb. Dell's words were clear evidence of “a regime change agenda” to oust Mr. Mugabe and install a puppet leader to replace the man who has led Zimbabwe for over 30 years. Other cables from the U.S. State Department show an interest in the agricultural policies in Burundi, the Republic of Congo, and Rwanda, perhaps in preparation for the export of genetically modified foods and continued rape of the land and its resources. And the stories of corruption keep on coming: Unrelated to Wikileaks but another example of the U.S. and its insatiable appetite for oil and resources, former U.S. Vice President Dick Cheney and the oil services firm Halliburton Co. has been charged with 16 counts of bribery by Nigeria's anti- corruption police. Femi Babafemi a spokesman for Nigeria's Economic and Financial Crimes Commission, says Mr. Cheney's firm allegedly paid $180 million to government officials to win a contract to build a $6 billion natural gas plant in the oil-rich southern delta. The militarization of Africa via the U.S. Pentagon's United States Africa Command (AFRICOM) starting in October 2007 has been criticized since its inception by activists and political commentators citing another attempt at Western hegemonic influence in the region. In the Somalian conflict, the West ostensibly supports an 8,000-strong African Union peacekeeping mission charged with protecting the embattled government operating out of the capital of Mogadishu, however the insurgents have continued to fight. Wikileaks documents show Yemen's president Ali Abdullah Saleh, telling top NATO commander General David Petraeus that his country would publicly state American missile strikes against a supposed Al-Qaeda-linked group were conducted by Yemen's own military forces, even though NATO forces were behind the attacks. Citing a cable he read in Wikileaks from a U.S. diplomat to the Ukrainian government questioning whether a shipment of tanks marked for Kenya was in fact going to Sudan, in the correspondence, the U.S. portrayed itself as an innocent dupe, when in reality, it is the world's largest weapons supplier to combatants in conflicts raging globally. “America orchestrates all of these military transactions,” said Mr. Abdul-Ali.“During this comprehensive peace agreement, in Sudan, both sides agreed not to rearm. But the United States has been arming and facilitating the delivery of arms through third parties like Chad or Israel in order to escalate the military tension. It is shameful and this is just one small incident in terms of how America has conducted its foreign policy,” Mr. Abdul-Ali added. U.S. damage control efforts While refusing to cite any specific examples, U.S. Department of Defense spokesman Col. Dave Lapan said there are indications that foreign powers are “pulling back” from their dealings with the U.S. following the release of diplomatic cables. According to the Associated Press, Col. Lapan told reporters “believing the U.S. is not good at keeping secrets ... certainly changes things” and “generally, there has been a retrenchment” in cooperation. After the U.S. halted talks with Israel regarding continued West Bank settlement construction and the resumption of peace talks with the Palestinians, in somewhat critical remarks, Israel's Defense Minister Ehud Barak told a parliamentary committee the American government was too consumed with Wikileaks fallout and increased tensions between North and South Korea. U.S. Attorney General, Eric Holder said the U.S. had been put at risk by the publication of the diplomatic documents released by WikiLeaks and recently announced the authorization of a criminal investigation. The House Judiciary Committee is scheduled to hold a Dec. 16 hearing on the potential application of U.S. espionage laws and constitutional issues raised by Wikileaks. Although U.S. President Barack Obama and Secretary of State Hillary Clinton initially attempted to downplay the information revealed in the leaked files, an embarrassing picture of American “diplomacy” is emerging. There is evidence to believe the Obama administration is worried other damaging information may come to light in subsequent weeks. Mr. Abdul-Ali believes there is more to come and for the U.S. government, the embarrassing revelations are sure to continue. “The United States empire is crumbling right in front of us, and they have been—up until now— successful in bullying countries through financial institutions, through the military and through cultural domination and on all her fronts, they are being challenged in an unprecedented manner,” said Mr. Abdul-Ali. “It's another example of how we the people have to be vigilant, with regards to the conduct of the American government. It is a wake- up call around the world. Other governments around the world are seeing this,” he added. |

| WikiLeaks founder Julian Assange, who has championed the exposure of government secrets, is getting his own TV show — on a network bankrolled by the Russian government. Assange will host a talk show on the Kremlin-backed RT news network starting in March, focusing on what the network said in an announcement Wednesday is “his favorite topic: controversy.” WikiLeaks, Assange’s Web site, has posted classified U.S. military documents and videos, as well as American diplomatic cables that were apparently taken from classified U.S. databases. In a news release, WikiLeaks said the Australian-born Assange, 40, will host 10 half-hour conversations with “key political players, thinkers and revolutionaries from around the world.” The content and guests remain “secret for now,” according to RT (formerly known as Russia Today). One potential production problem: Assange is under house arrest in Britain and is fighting extradition to Sweden, where he is facing sexual assault allegations by two women. He has denied the charges. His legal troubles have strained WikiLeaks’ financial resources. In interviews in late 2010, Assange threatened to release documents about Russia and other “repressive regimes” but never followed up. Western news organizations and some Russians have called RT a propaganda arm of the Kremlin. The English-language network — whose slogan is “Question more” — is aired throughout the Washington area by MHz Networks, a Falls Church- based educational broadcaster that carries channels from Japan, France and other countries. MHz is also carried by satellite and cable systems that reach about 35 million homes across the country. While U.S. officials have been harshly critical of WikiLeaks and Assange, he appears to be viewed differently in Russia. In December 2010, Prime Minister Vladimir Putin called Assange’s detention in Britain undemocratic. The Guardian newspaper of London quoted a source close to Russian President Dmitry Medvedev that same month suggesting that Assange should be nominated for a Nobel Prize. Testing of HAARP Equipment (2003- 2004) It is worth noting that the expansion of the antenna array (e.g. during 2003-2004) required, as part of the contracts reached with BAE Systems and its various subcontractors, the routine testing of the installed weather warfare equipment. An intermediate stage Limited IRI (LIRI), could be in operation by 2004, following the completion of the 180 antenna array under the Phazar contract and pending the final delivery of the remaining HF radio transmitters. In this regard, a report published by the Russian parliament (Duma) in 2002, suggests that the US Military had plans to test its weather modification techniques at its Alaska facility, as well as at two other sites: "The committees reported that the USA is planning to test three facilities of this kind. One of them is located on the military testing ground in Alaska and its full-scale tests are to begin in early 2003. The second one is in Greenland and the third one in Norway. "When these facilities are launched into space from Norway, Alaska and Greenland, a closed contour will be created with a truly fantastic integral potential for influencing the near-Earth medium," the State Duma said. The USA plans to carry out large-scale scientific experiments under the HAARP program, and not controlled by the global community, will create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines and have a negative impact on the mental health of people populating entire regions, the deputies said. (Interfax News Agency, original Russian, BBC Monitoring, 8 August 2002, emphasis added) Whether this report by the Russian Duma on testing "starting in early 2003" is correct or not, the US administration must be confronted nationally and internationally, at the political and diplomatic levels, at the UN and the US Congress, by the international scientific community, by environmentalists and the antiwar movement. The future of humanity is threatened by the use of weather modification techniques. Moreover, to wage an effective campaign, it is essential that corroborating scientific investigation of the unusual weather occurrences observed in recent years (and particularly since early 2003) be undertaken. This investigation should be far-reaching, collecting relevant data, correlating specific weather occurrences to recorded antenna activity at the Alaska site as well as at the two other sites, etc. The Full Size Ionospheric Research Instrument FIRI stage, described as "a maximum size of 180 antenna elements, arranged in 15 columns by 12 rows" is scheduled to be completed by mid-2006 (assuming the installation of the remaining dual transmitters), at which time the HAARP program will have reached its maximum FIRI capacity, meaning the ability to selectively modify, for military use, weather patterns anywhere in the World. "The IRI is currently [June 2004] composed of 48 antenna elements and has a power capacity of 960,000 watts. When installed, the additional 132 transmitters will give HAARP a 3.6 mega-watt capacity [see Table 2 below]. The HAARP build-out is jointly funded by the U.S. Air Force, the U.S. Navy and the Defense Advanced Research Projects Agency (DARPA). From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary... In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.(US Air Force, emphasis added. Air University of the US Air Force, AF 2025 Final Report, [link to www.au.af.mil] ) Weather Warfare against "Rogue States" The unusual climatic occurrences in the US and Western Europe have been extensively documented. However, what the news media has failed to underscore is that a number of unusual and dramatic climatic changes have occurred in recent years in countries which are identified as possible targets under the US Administration's pre-emptive war doctrine. Weather patterns in North Korea, for instance, have been marked since the mid-1990s by a succession of droughts, followed by floods. The result has been the destruction of an entire agricultural system. In Cuba, the pattern is very similar to that observed in North Korea. (see Table 3) In Iraq, Iran and Syria, a devastating drought occurred in 1999. In Afghanistan, four years of drought in the years preceding the US led invasion in 2001, have led to the destruction of the peasant economy, leading to widespread famine. While there is no proof that these weather occurrences are the result of climatic warfare, Phillips Geophysics Lab, which is a partner in the HAARP project provides a course for military personnel at the Hanscom Air Force Base in Maryland, on "Weather Modification Techniques". The course outline explicitly contemplates the triggering of storms, hurricanes, etc. for military use. It can be directed against enemy countries or even "friendly nations", without their knowledge. Weather warfare constitutes a covert form of pre-emptive war. The manipulation of climate can be used to destabilize an enemy's economy, ecosystem and agriculture (e.g. North Korea or Cuba). Needless to say it can trigger havoc in financial and commodity markets and can potentially be used as an instrument of "insider trade" for financial gain. It has the ability of destabilizing a country's institutions. Concurrently, the disruption in agriculture creates a greater dependency on food aid and imported grain staples from the US and other Western countries. The Bush administration has stated that it reserves the right to attack these countries preemptively, with a view to ensuring the security of the American homeland. Washington --as part of its nuclear posture review-- has threatened several countries including China and Russia with pre-emptive nuclear strikes. One would assume that the same targeting of rogue states exists with regard to the use of weather modification techniques". | Rome — Temperatures fell to record lows across Europe as a week-long cold snap continues, claiming more than 220 lives with forecasters warned that the big freeze would tighten its grip at the weekend. In the southwest Czech Republic, mercury fell to as low as minus 38.1 degrees Celsius overnight and even Rome received a rare dusting of snow. In the last seven days, a total of 222 people have died from the cold weather, according to an AFP tally. Ukraine’s emergencies ministry raised the death toll substantially from a previous 63 to 101, of whom 64 died on the streets. Almost 1,600 people have requested medical attention for frostbite and hypothermia and thousands have flocked to temporary shelters that have been set up across the country for people to find warmth and food. The ferocious temperatures killed eight more people over the last 24 hours in Poland, bringing the death toll to 37 since the deep freeze began a week ago, police said. Temperatures plunged to minus 35 Celsius in some areas of Poland, while in Bulgaria parts of the River Danube have frozen over, severely hindering navigation. Elsewhere in Bulgaria, another six people were found dead from the cold, bringing the overall tally to 16 in the last week, according to local media. No official figures have been released. Most of the dead in the European Union’s poorest country were villagers found frozen to death on the side of the road or in their unheated homes, the reports said. More than 1,000 Bulgarian schools remained closed for a third day Friday amid fresh snowfalls and piercing winds in the northeast of the country. In neighbouring Romania two more people died, bringing the overall toll to 24, and hundreds of school remained closed. Forecasters warned of heavy snowfall for the weekend. In Rome, residents experienced only their second day of snow in the last 15 years, with white flakes covering palm trees, ancient Roman ruins and Baroque churches across the capital. Up to five centimetres of snow fell in some districts and ancient monuments like the Colosseum were closed to visitors for fear of damage to the structure. Temperatures in the Alpine region of Piedmont in northern Italy went as low as minus 30 degrees Celsius and drivers were advised to avoid regions in the centre of the country due to heavy snowfall and resulting traffic problems. However trains resumed normal service across the country except in and around Bologna and on a local line near Rome, the state railways said in a statement after days of delays that affected thousands of passengers. Three people have died due to the extreme weather in recent days, including a homeless man found in the centre of Milan on Thursday. Estonia and France announced their first casualties of the freeze, with a man found frozen to death on a street in Talinn and an 82-year-old man suffering from Alzheimer’s dying of hypothermia in the eastern French village of Lemberg after wandering out of his home in pyjamas. Rescuers in Serbia ploughed through snowdrifts to get food, supplies and aid to residents of mountain villages, where thousands of people have been trapped by the inclement weather. “To help a woman who needed to reach a hospital we were breaking through two-metre (six-foot) snow drifts, which lasted for two and a half hours,” said Vedran Taskovic, a rescuer in the southeastern town of Vranje. “Eventually, we had to make a sleigh of nylon bags to get her to the road, as she couldn’t walk.” Swaths of Britain were bracing for snow after temperatures plunged to minus 11 degrees Celsius overnight in Chesham, southeast England, with authorities warning that the cold could catch people off- guard after a warmer-than-normal winter so far. The French, who have cranked up their heating systems were on Monday expected to break an all time power consumption record set in 2010, with consumers being asked in some regions to turn off appliances for at least four hours per day to avoid blackouts.
